ABSTRAK Pertumbuhan penduduk yang tinggi di kota Bandar Lampung setiap tahun nya meningkatkan kebutuhan akan perumahan, peningkatan perumahan ini berbanding lurus dengan ahli fungsi lahan. Tetapi keadaan di lapangan tentang lokasi perumahan adalah masih banyka nya lokasi lahan perumhan yang terbengkalai atau tidak laku di kota Bandar Lampung. Untuk memahami kondisi tersebut, peneliti menggunakan kriteria dalam pemilihan lokasi lahan sebagai salah satu faktor yang mempengaruhi keadaan fenomena tersebut. Kriteria pemilihan lokasi tersebut di dasarkan berdasarkan perspektif 4 stakeholder yang memiliki hubungan atau keterkaitan dengan bidang perumahan dan lahan, stakolder tersebut adalah masyrakat, pemerintahan, akademisi dan pengembang perumahan. Dari 4 stakholder tersebut masing-masing stakeholder memiliki peran dan perspektif yang berbeda, sehngga masing-masing stakeholder memiliki hirarki dari setiap pemilihan nya, hirarki tersebut akan di analisis mengunakan metode analisis hirarki proses yang mana hasilnya merupakan hirarki dari setiap masing-masing perspektif stakeholder. kemudian hirarki tersebut di jabarkan berdasarkan peran masing-masing stakeholder. sehingga dapat dilihat bahwa hirarki dari kriteria dalam pemilihan lokasi lahan untuk perumhan, memiliki dampak terhadap perumahan yang terbengkalai. Dan turunan dari perspektif masing-masing stakeholder tentang hirarki kriteria tersebut adalah lokasi alternatif yang ada di kota Bandar Lampung. Kata kunci : Perumahan, stakeholder, lokasi, lahan ABSTRACT The high population growth in the city of Bandar Lampung every year increases the need for housing, the increase in housing is directly proportional to land use. However, the situation in the field regarding housing locations is that there are still many abandoned or unsold residential land locations in the city of Bandar Lampung. To understand these conditions, the researchers used criteria in the selection of land locations as one of the factors that influence the state of the phenomenon. The location selection criteria are based on the perspective of 4 stakeholders who have a relationship or connection with the housing and land sector, these stakeholders are the community, government, academics and housing developers. Of the 4 stakeholders, each stakeholder has a different role and perspective, so that each stakeholder has a hierarchy from each election, the hierarchy will be analyzed using the process hierarchy analysis method where the result is a hierarchy from each stakeholder perspective. then the hierarchy is outlined based on the role of each stakeholder. so that it can be seen that the hierarchy of criteria in selecting the location of land for housing has an impact on abandoned housing. And the derivative from the perspective of each stakeholder regarding the hierarchy of criteria is an alternative location in the city of Bandar Lampung.
